Tim is an associate in our municipal advisory practice group and resident in our Grass Valley office. He has a wide variety of experience in public works, design and construction contracts, CEQA, cost of service, capacity charges, formation of assessment districts and community facilities districts, bond financing, and management of water districts and special districts. Tim is a licensed civil engineer in California with more than 40 years’ experience in civil engineering, public agency management, grant applications / management, and construction management.
In 2000, Tim earned the Small District General Manager of the Year Award from the California Special District Association.
Tim obtained his juris doctorate degree from St. Francis School of Law, graduating magna cum laude.
Tim provides a wide range of support for our municipal clients in such topics as public works contracts, CEQA, rate studies, Brown Act, policies and procedures, employment, assessment districts, community facilities districts, and risk management.
