David is Senior Counsel to Colantuono, Highsmith & Whatley’s telecommunications and municipal advisory practice groups and resident in our San Diego office.  He assists both local government entities and private property landlords with a broad range of transactional and regulatory telecommunications matters and real estate and land use matters.

David specializes in negotiating lease and license agreements for cell towers and small cell facilities. He also focuses his practice on lease compliance, enforcement and cost recovery to protect clients’ property rights and business interests.

For local government clients, David develops policies and ordinances to regulate and manage wireless and wireline cell sites and telecommunications facilities on private property and in the public rights-of-way. He also advises cities and other local governments about wireless location, siting, development and design issues in connection with permit applications.

Before joining CHW, David represented public agencies and private landowners at Telecom Law Firm, PC. David also has previous experience negotiating wireless agreements for a privately held telecommunications infrastructure company and can provide clients with unique insights into the wireless industry.

David received his J.D. and Environmental, Land Use, and Real Estate Law Certificate from Chapman University School of Law, and his bachelor’s degree in History from Santa Clara University. In law school, David interned with two City Attorney’s Offices and received a “Commitment to Service” Pro Bono Award for Government Service.
