Eduardo is an associate in Colantuono, Highsmith & Whatley’s Grass Valley office working in both our municipal advisory and litigation practice groups. His practice covers a range of public law issues — including municipal law, public works contracting, public procurement, code enforcement, real estate development, and land use.
Eduardo earned a B.A. in History and a M.A. in Urban and Regional Planning from UCLA. He received his J.D. in 2011 from NYU Law, on a full-tuition scholarship.
Before joining CH&W, Eduardo advised real estate developers, public entities, grassroots community organizations, and a minority operated Community Development Enterprise on a wide range of issues, including general plan and development code updates, public procurement, agricultural mitigation, real estate development and financing, infill development, land use, and CEQA.
Eduardo is fluent in Spanish and Portuguese.
